The Government of The Gambia through the Ministry of Environment, Climate Change and Natural Resources (MECCNAR) has received financial support from the French Development Agency to develop and implement the Gambia Resilience Project. The global objective of the project is to provide strategic, scientific and technical support to The Gambia for the large-scale restoration of the natural capital of mangrove ecosystems and the resilient development of coastal communities in the context of climate change.
The Central Project Coordination Unit (CPCU) of MECCNAR seeks qualified personnel to fill the following positions to support the implementation of projects:
1/ Project Operation Officer
Type of job:
- Full-time
Education:
- A Master's degree in Environment, Social sciences or a relevant field. Additionally, advanced training in environmental science, sustainable development, environmental conservation, coastal zone management, with additional training in project planning and management would be an advantage
Experience:
- At least 10 years’ experience in coordination and management in large environmental project. Proven ability to successfully coordinate and manage project work; including at least 3 years of experience in managing at least 2 programs funded by Multilateral Development Banks (MDB’s) or international donors.
- Ability to facilitate communication between various levels of management and different stakeholders.
- Ability to coordinate a team of expert and mobilize international technical assistance
- Ability to work independently and in a challenging environment to meet deadlines.
- Demonstrated ability to work in teams within a collaborative mode.
- Excellent writing skills in English
Desirable:
- Certification in any project management course/training (especially M&E) would be an added advantage.
- Comprehensive computer skills (at a minimum, Microsoft Word, Excel, and PowerPoint)
- Previous experience working with Government Programs and Development Partners
2/ National technical assistant specialized in mangrove restoration
Type of job: Full-time
Education:
- Minimum MSc in agronomy, forestry, natural resources management, environmental sciences or relevant field.
Experience:
- Minimum 5 years of experience in MPAs management, marine conservation projects with key experiences around mangrove restoration experiences. The mangrove restoration NTA should be able to provide references for such experiences.
- Ability to work independently and in a challenging environment to meet deadlines.
Excellent writing skills in English
Desirable:
- Complementary trainings on MPAs management, mangroves restoration, etc. would be a plus.
- Comprehensive computer skills (at a minimum, Microsoft Word, Excel, and PowerPoint)
- Previous experience working with Government Programs and Development Partners
3/ National technical assistant specialized in livelihoods and value chains
Type of job: Full-time
Education:
- Minimum MSc or in agro-economy, agronomy, forestry, natural resources management and environmental sciences or relevant fields.
Experience:
- Minimum 5 years of experience in gender and rural development projects with strong experiences around alternative livelihoods and value chains in correspondence with the scope of intervention of the project.
- Knowledge and experience in the area of business development services (BDS) market development approach including value chain development (VCD).
- Experience in small grants programs, community mobilization and training, small business and CBOs management, organization of exchange visits. The livelihood and value chains NTA should be able to provide references for such experiences.
- Ability to work independently and in a challenging environment to meet deadlines.
- Excellent writing skills in English
Desirable:
- Experience within NGO’s implementing training on oyster farming, bee keeping, non-timber forest product valorization, agroforestry, tree nurseries, low carbon energies, etc. would constitute a plus. Comprehensive computer skills (at a minimum, Microsoft Word, Excel, and PowerPoint)
- Experience in business models preparation for small scale sustainable nature-based would be an advantage.
- Previous experience working with Government Programs and Development Partners is an advantage
4/ National technical assistant in charge of procurement
Type of job: Full time
Education:
- Minimum BSC or BA in Commercial Law, Business Law, Management, procurement, Accounting, Finance/ Public Administration, or MCIPS or equivalent accredited. MSC in any of the above would be an advantage
Experience:
- At least 5 years of general experience in procurement services with 3 years in the public sector. The preferred candidate will have at least 2 years working under donor projects with a demonstrated strong track record.
- Experience with donor programs and knowledge of procurement regulations and bidding documents used by multilateral and/or bilateral donors.
- Experience in contract management, supervision of goods and works and handling of claims
- Demonstrated ability to work in teams within a collaborative mode.
- Fluency in English and good communication skills.
Desirable:
- Training in procurement and international donor procedures would constitute a plus.
- A good knowledge in MS Excel, Word, PowerPoint, internet applications and other communication tools.
- Previous experience working with Government Programs and Development Partners is an advantage
5/ Administrative and Financial Officer
Type of job: Full time
Education:
- Professional qualification such as ACCA or equivalent and at least a Bachelor’s degree in Accounting or related field from a reputable University.
Experience:
- Minimum 5 years' experience in the field of accounting or auditing, with at least 2 years at a supervisory level.
- Knowledge of AFD, World Bank, UNDP, WFP, UNEP. GCF, and other donors Reporting Standards and International Standards on Audit.
- Experience in evaluating financial management systems (including budgeting, accounting, cash management, internal audit and financial reporting systems).
- Experience in assessing auditor competence and independence.
- Experience in the design and implementation of computerized financial management systems.
- Experience in evaluating/interpreting financial statements and in determining appropriate remedial actions.
- Understanding of the budget formulation and execution processes, including treasury and cash management, as applicable to the standards of the Government of The Gambia and other donors
- Excellent written and verbal communication skills in English and excellent written, verbal communication
Desirable:
- Training on international donor procedures would constitute a plus.
- A good knowledge in MS Excel, Word, PowerPoint, internet applications and other communication tools.
- Previous experience working with Government Programs and Development Partners is an advantage
6/ Monitoring and Evaluation Officer
Type of job: Full-time
Education:
- Minimum BSc. in economics, statistics, climate change, Social Science, Environment Science, Natural Science, or related field. A master’s degree with relevant experience is an asset.
Experience:
- At least 5 years of work experience in a field related to rural development, livelihoods, environment promotion, and planning or project management.
- At least 2 years of experience in M&E design and implementation at the project level would be preferable.
- Previous successful involvement with and good knowledge of development projects.
Desirable:
- Previous experience working with Government Programs and Development Partners is an advantage
- Computer literacy in Microsoft packages (MS Word, MS PowerPoint, MS Excel), GIS and SPSS is an asset.
- Experience in creating and managing performance monitoring plans and leveraging performance monitoring data for improving ongoing project management are under consideration.
- Knowledge of designing and field-testing surveys and other data collection instruments is required.
- Good knowledge of concepts and framework for monitoring and Evaluation and Result Measurement
